Enforcement capacity and backlog clearance

Additional experienced casework capacity to clear ageing cases and stabilise a service under pressure. Cases are investigated, evidenced and progressed to closure or formal action, with clear reporting on throughput. Priced per case or on a monthly retainer and contracted directly with the authority.

Interim team leader and manager cover

Cover for vacancies, secondments and parental leave at team leader or enforcement manager level. Day to day supervision, case allocation, quality assurance of notices, member and complainant handling, and support for officer development.

Enforcement plan and process reviews

A structured review of your enforcement plan, service standards, delegation arrangements and case handling process, benchmarked against practice in comparable authorities. You receive a written report with prioritised, practical recommendations.

Caseload triage and prioritisation frameworks

A workable priority matrix, closure criteria and case handling standards that officers will actually use, plus support to apply it to the live caseload so that harm led cases progress first.

Officer training and mentoring

Practical training on the Levelling-up and Regeneration Act changes, evidence gathering and record keeping, drafting notices that survive challenge, and appeal preparation. Delivered in person or remotely, with follow up mentoring for less experienced officers.

Complex case and appeal support

Support on the cases that carry the most risk, including listed buildings, unauthorised residential conversions, large scale unauthorised uses and section 174 appeals. Includes appeal statements, evidence review and witness support.

How we work with you

  1. Step 01

    Scoping call

    A short conversation about your caseload, the pressure points and what a good outcome looks like. We agree the volume of work, the priorities and the reporting you need.

  2. Step 02

    Agreement and access

    A written engagement letter setting out scope, fees and data protection arrangements, followed by system access, delegated authority and an agreed point of contact.

  3. Step 03

    Delivery and reporting

    Cases are progressed to closure or formal action, with regular written updates on throughput, risks and any decisions that need officer or member sign off.

Straightforward engagement terms

  • Engagements are contracted directly with the authority. There is no agency margin and no third party between you and the person doing the work.
  • Sadaf Engineering Limited T/A Aequitas Planning holds professional indemnity insurance, and evidence of cover is provided with the engagement letter.
  • Backlog work is priced per case or on a monthly retainer, so you can match spend to the volume you need to clear.
  • Remote support is available to authorities nationwide, with site attendance across London, Essex, Hertfordshire and the M4 corridor.
